Pan-EU FBA now requires a Netherlands offer, with Belgium next

Amazon is tightening the listing requirements for Pan-European FBA. A live Netherlands offer is now mandatory for every enrolled product, and Belgium follows in early 2027. These sit on top of the existing Germany, France, Italy and Spain listing rules.

What exactly is changing

  • From 3 September 2026, all Pan-EU FBA products — new and existing — need an active Netherlands offer to stay enrolled.
  • From 26 February 2027, products also need an active Belgium offer at enrollment.
  • You do not currently need to hold inventory in the Netherlands or Belgium.
  • Local fees apply when inventory placement is active in Germany, and in Germany or France for the Belgium requirement.
  • Exemptions may apply for restricted products, products failing local language labelling or packaging rules, temporarily deactivated accounts, or products with no detail page in that store.
  • Amazon will give at least 30 days' notice before the Belgium rule takes effect.

Why this matters for sellers

Pan-EU enrollment is what keeps your European fulfilment fees low, so a product dropping out of the programme because it has no Netherlands offer quietly raises the cost of every unit it sells across the EU. The fix is a listing task, not a logistics one — you do not need to store stock there — but it does mean local-language content and compliance for two more stores.

What to do next

  1. 1Audit your Pan-EU catalogue for products without an active Netherlands offer and create them.
  2. 2Start the Belgium work now — the February 2027 deadline arrives faster than translation and compliance cycles do.
  3. 3Check for products that may be exempt: restricted items, those failing local labelling or packaging rules, or with no detail page in that store.
  4. 4Model the local fees that apply when inventory placement is active in Germany, and in Germany or France for Belgium.
